Accountability Audit™
The proprietary forensic process that assigns a Sovereign Intent Rank (SIR) by scoring a leader’s Authority Source (Section A) and Accountability Check (Section B).
ASIA (Autonomous Sovereign Intent Auditor)
Multi‑agent AI system that continuously ingests speeches, budgets and friction events to produce real‑time SIR scores and drift alerts.
Baseline Profile
Statistical fingerprint of a leader’s normal operating mode – including lexical frequencies, submission vector and CapEx ratio – used to detect Intent Drift.
Budget Bone
Forensic comparison of a leader’s public rhetoric (e.g. “stewardship”) against actual resource allocation. Discrepancies reveal Masking or Level 01 materialist cores.
C‑SIR (Corporate SIR)
Sovereign Intent Rank applied to corporate executives. Measures a CEO’s accountability, governance authenticity and likelihood of submitting to board/shareholder checks.
Certified Intent Auditor (CIA)
Level I professional designation earned by passing the SIC‑100 examination and affirming the Auditor’s Oath; authorised to perform forensic Intent Audits.
Core Strata
The leader’s actual Internal Manual revealed by forensic analysis of resource allocation (Budget Bone) and response to institutional friction, distinct from the Performed Strata.
Delta Scan
Real‑time comparison of current lexical or behavioural data against the Baseline Profile; used to quantify Lexical Delta and trigger Drift Alerts.
Digital Audit Log
Structured spreadsheet or database that records each audit with date, leader, Section A/B scores, SIR, MCI and evidence link. Tracks Intent Drift over time.
Drift Amplifier (DA)
Multiplier applied in the SIVX formula when ≥20% of basket leaders show critical SIR drift (>5 points). Signals systemic Intent Fracture.
Evidence Locker
Secure repository of primary source documents (speech transcripts, budget spreadsheets, court rulings) that underpin every Accountability Audit.
Friction Log
Chronological record of a leader’s interactions with institutional constraints – court rulings, legislative votes, audit findings – and their response (compliance, circumvention, defiance).
GAM (Governance Authenticity Multiplier)
Coefficient (0.40–1.50) derived from C‑SIR that adjusts raw ESG “G” scores. Values <1.0 indicate the organisation’s governance is a Mask for a less accountable core.
Gauntlet
Live simulation in the SIC‑100 examination where candidates audit a previously unseen leader, assign SIR, forecast next move and draft a mitigation strategy.
GID (Global Intent Database)
Centralised, anonymised repository of all SIR scores, Strata classifications and lexical profiles. Public tier (read‑only API) and private tier (forensic records).
Intent Drift
Migration of a leader’s Internal Manual from one Strata to another over time, detected via lexical deltas and changes in the Submission Vector.
Intent Fracture
Sudden, irreversible drop in SIR (typically >10 points) marking a definitive shift to Level 01 Materialist behaviour – often precedes coup, default or expropriation.
Intent Pulse
Bi‑weekly briefing delivered to retainer clients summarising SIR changes, lexical shifts and friction events for their top 3‑5 markets.
Intent‑Yield Spread (Iy)
Required return for an asset adjusted by SIR: Iy = Rf + [(20 – SIR) × m]. Converts governance risk into financial pricing.
Internal Manual
The ultimate source of authority that governs a leader’s decisions under pressure – revealed by forensic analysis of justification and submission patterns.
Lexical Delta
Percentage‑point change in frequency of Strata‑specific keywords (e.g. L4 “destiny” vs L2 “data”) from a leader’s Baseline Profile. Signals Intent Drift.
Lexical Forensics
NLP‑driven analysis that tags speech transcripts with the Sovereign Intent Lexicon, calculates keyword frequencies and identifies Masking or drift.
Manual Translation Playbook
Tailored integration strategy for M&A that bridges two organisational Strata (e.g. Level 02 acquirer + Level 04 target) through customised governance and communication protocols.
Manual Verification
Deep‑dive forensic audit of a specific counterparty (governor, minister, CEO, JV partner), including SIR, Strata, MCI and a tailored engagement playbook.
Masking Confidence Index (MCI)
Probability score (0.00–1.00) that a leader’s Performed Strata is a deliberate mask concealing a different Core Strata. MCI >0.60 signals high deception risk.
Masking Variable (Mask)
The gap between Performed Strata (public rhetoric) and Core Strata (private actions). Skilled maskers perform Level 05 stewardship or Level 02 pragmatism to hide Level 01 core.
Materialist Collapse
SIR drop below 5/20 indicating a Level 01 regime in pure survival mode. Contracts become unenforceable; expropriation risk extreme.
Performed Strata
The Internal Manual a leader projects through public rhetoric, speeches and official communications – may differ from the Core Strata revealed by forensic audit.
Portfolio Guardian
ASIA agent that monitors a client’s watchlist of leaders, triggers alerts when SIR crosses thresholds, and executes automated hedges or risk reports.
Predictive Succession Intent Profile (PSIP)

Spectrum of Sovereign Intent™
The five‑tier taxonomic classification of leaders by Internal Manual: Level 01 (Materialist), Level 02 (Pragmatist), Level 03 (Autonomous), Level 04 (Subjective), Level 05 (Steward).
Strata
One of the five levels of the Spectrum of Sovereign Intent. Each Strata has distinct forensic markers, accountability patterns and investment risk profiles.
Strategic Mask
Score 0 in Section A, detected when a leader uses higher‑Strata language (L5 “sacred”) publicly while Budget Bone or Friction Log reveals a lower, materialist core.
Submission Vector (Sv)
Rolling metric (0.00–1.00) measuring the frequency with which a leader yields to external authority – courts, legislature, audits. Essential for predicting policy reversals.
Theocratic Steward
Level 05 leader who anchors authority to divine law or sacred text. Highly predictable within that fixed manual but may conflict with secular constitutions.
Level 01 – Atheistic Materialist
Internal Manual: survival and power. No higher authority. Contracts honoured only as long as they serve the ruling network. SIR 0–5.
Level 02 – Agnostic Pragmatist
Internal Manual: social contract, law and data. Submits to legislatures, courts and audits. SIR 13–20. Preferred anchor for long‑term capital.
Level 03 – Deistic Autonomous
Internal Manual: natural law and human reason. Governs by logic, not divine intervention or personal vision. Rare in politicians; found in technocrats.
Level 04 – Subjective Providentialist
Internal Manual: personal vision / destiny. Institutions serve the Vision; courts and legislatures are obstacles. SIR 6–12 – volatile but transformative.
Level 05 – Theocratic Steward
Internal Manual: divine revelation. Governs as a faithful servant of sacred law. SIR 18–20 – predictable within religious framework.
Origin Vector (OV)
Component of PSIP – the career path and institutional formation that imprints a leader’s initial Internal Manual (technocrat, military, clergy, business).
Shadow Manual
Component of PSIP – the “Kingmaker” or institution that installs a successor. The Shadow Manual’s Strata becomes a floor or anchor for the new leader’s SIR.
Legitimacy Gap (LG)
Component of PSIP – the deficit of popular or institutional mandate. A high LG forces a successor into Level 04 “Destiny” rhetoric to justify rule.
Intent Collision
When two leaders or organisations operate from incompatible Strata (e.g. Level 02 acquirer + Level 04 target). Primary driver of M&A cultural failure.
Shadow Exit
Contingency protocol activated when a leader’s SIR drops below a floor threshold (e.g. 5/20). Steps: freeze CapEx, repatriate cash, relocate IP to a Level 02 Anchor.
Governance Scar
Historical event – regulatory sanction, court finding, shareholder revolt – that introduces a lasting accountability deficit into a leader’s forensic profile.
Intent‑Insulated SPV
Special Purpose Vehicle structured to tether project governance to a Level 02 international institution (e.g. World Bank), insulating it from a volatile national executive.
